When you select the File > Reference data > Handle WMTS service function, the WMTS services window opens (If you have not added the predefined map services, the window will be empty except for the Add WMTS and Close buttons).

Add WMTS services
1.Select File > Reference Data > Manage WMTS Service....
2.Press Add WMTS.
3.Enter the URL of the WMTS service.
4.Press OK.
