The function places previously defined regulating point template in the map.
1.Select Place > Regulating point template....
2.Select the desired regulating point template in the list.
3.Then select the desired state in the Select state drop-down list.
4.Press OK.
5.Place the regulating point template in the graphical view. The attribute form opens.
6.Enter the ID and press OK.
