Manage NOI (Notice of Intent) for PIA Services

PIA (Physical Infrastructure Access) is a framework that allows telecommunications operators to use Openreach's existing infrastructure, such as ducts and poles, to deploy their own fibre networks. NoI (Notice of Intent) is a formal notification submitted by telecommunications operators to Openreach, indicating their intention to use the PIA services.

 

Import ducts and nodes from Openreach

To access Openreach's existing infrastructure you need to import it to your map view.

1.In the menu bar, select File > Import > Import ducts and nodes from Openreach.

2.Select area on the map.

 

Convert Openreach network to rented subtypes

It is recommended to convert the imported Openreach network to rented subtypes for poles, chambers, cabinets etc. in dpCom, since these objects will be static, unlike Openreach's objects, which can change.

1.In the menu bar, select Tools > Place objects on top of external objects and connect. The sidebar opens.

2.Press Select area and place a polygon on the map around the area you want to use.

3.If desired, press on the buttons for each object's properties and fill in the desired information.

4.Press Place and connect.

5.In the menu bar, select File > Post....

6.Press Post.

 

Create NoI

The blue fields in the attribute forms are information that will be sent to Openreach.

The white fields are for tracking internal information.

 

Create an NOI symbol

The NoI symbol is the foundation where you then connect the desired routes and cables and specify which existing ducts and poles from Openreach PIA you intend to use.

1.In the sidebar under Place object tab, select Relation > PIA NOI - Symbol.

2.Select desired State and press Place object. An attribute form opens.

Field CP Own Reference can only contain letters and numbers, no spaces.

3.Fill in desired information and press OK.

4.Place the NoI symbol on the map.

 

Create NOI routes, NoI cables, and NoI attachments

1.In the sidebar under Place object tab, select Relation > PIA NOI Route.

2.Select desired State and press Place object. An attribute form opens.

The ID you fill in on the attribute form is your internal ID. You will also receive an Openreach ID later.

3.Fill in desired information and press OK.

4.Place the route on the map.

 

Create NOI routes, NoI cables, and NoI attachments

1.In the sidebar under Place object tab, select Relation > [desired PIA NOI object].

2.Select desired State and press Place object. An attribute form opens.

3.Fill in desired information and press OK.

4.Place the NoI object on the map.

 

Link NoI routes, NoI cables, NoI attachments and existing structure objects to an NoI

Connect NoI routes directly to your NoI symbol, connect NoI cables and existing structure objects from Openreach to your NoI routes, and connect NoI OH (overhead) and UG (underground) attachments to existing structure objects from Openreach.

1.Select the objects you want to connect to your NoI, right-click and select:

oNoI routes - Links > Link PIA NOI route to PIA NOI

oNoI cables - Links > Link PIA NOI cable to route/PIA NOI route

oNoI OH attachment - Links > Link PIA NOI attachment to pole/chamber node

oNoI UG attachment - Links > Link PIA NOI attachment to pole/chamber node

oExisting structure objects - Links > Link route/node to PIA NOI route

2.Select the object to connect to.

 

Place a polygon for an NOI

In dpCom, you can see all of your NOIs in the map view. To see which areas the different NOIs belong to, you can place polygons around them.

1.In the toolbar, press Add component .

2.Select an NOI in the map and select Polygon, position map.

3.Place a polygon.

4.Finish the polygon by right-clicking and select Create component.

 

Send NoI

1.In the attribute form for the NoI symbol, press Create NoI.

2.To post the NoI changes made in the changeset, press Post postable. A dialog opens.

It is recommended to post the NoI changes made in the changeset before sending it to the portal.

If the changeset, for example, were to be accidentally cleared before posting, it would cause a desynchronization between the NoI created via the portal and the data stored in dpCom.

3.Press Send. The NoI is sent to Openreach. A dialog opens.

4.Press Post postable to post the changes and updated information received from Openreach for your NoI objects.

5.Press Ok. When you open the attribute form for the NoI symbol, you will now have received an NoI ID, and your NoI routes have received Openreach IDs.

 

Get information on NoI

Use this function to get updated information about the NoI from Openreach on, for example, the Request state.

1.In the attribute form for the NoI symbol, press Get info on NoI.

2.Press Send to send a request to get info from Openreach.

3.Press Post postable to update with any new changes on the NoI.

 

Update NoI

To be able to do any updates to a sent NOI, the Request state needs to be NoI Acknowledged.

1.Add or remove NoI objects or existing structure objects.

2.In the attribute form for the NoI symbol, press Update NoI. A dialog opens.

3.Press Send.

4.Press Post postable. A dialog opens showing a comparison between the local version and the Openreach version of the NoI, differences are highlighted in yellow.

5.Press Update Openreach to update the NoI with your local changes.

6.Press Send.

7.Press Post postables.

8.Press Refresh both to update the comparison.

If you update the local version further, you can press Refresh local to update the comparison dialog with these changes. The new changes will then be highlighted in yellow.

 

Confirm NoI

When you have completed your NoI, send a confirmation to update the status in Openreach. This action will prompt Openreach to review the case.

1.In the attribute form for your NoI, press Confirm inventory updates.

 

Cancel NoI

This function requires the Super user role.

1.In the menu bar, select Administration > Cancel NoI.

2.Select the NoI you want to cancel. A request to cancel the NoI is sent to Openreach.

 

Search for NoI

To see all objects associated to a specific route or to the entire NoI highlighted in the map:

1.Right-click on the object and select Highlight > Objects beneath.

There are various ways to search for different NOIs:

Alternative 1

1.In the sidebar, under the Search tab, select Relation > PIA NOI.

2.Fill in desired search criteria and press Search.

Alternative 2

1.In the tool bar, press Query tool .

2.In the Queries tab, use the filter field to search for "noi" and select the desired query.

3.Fill in desired search criteria and press Search.
